There's no easy answer or solution to the homeless issues. I'd say half of the homeless are content to live off the system as it is, and the other half are desperate looking for a way to get back into the groove and become self sufficient. but the system doesn't see any distinction between the two.

I wouldn't count on "the system" to fix anything. But there people who do what they can to help. One of them is Father Michael Barry in San Bernardino, CA.
