The HIll District in the article is a very vibrant part of the city...very active night life, lot of young professionals, plenty of money flowing, and close to major city things. It's arguably the most vibrant and economy boosting section of the City.
The guy who is trying to change the law went to the State first, trying to circumvent any interference for his plans by anyone her in West MI. He lives in a very rich, exclusive neighborhood that borders the historical district. Many in his own community are against his move, motives, and underhanded way he went about this as well.
