Sounds about the right range for his topping cut. The picture of the spar looks like it broke at 20-24" diameter well below him. Trying to read the markings..... hell could have been at 28"

Are the dying trees in your area prone to being punky/ rotten as they stand there ( as opposed to many oaks, for example, which tend to become rock hard meaning the boles are rarely a problem but of course the roots eventually rot out leading to tip over of the spar).
Pine, as it dries, tends to be brittle by it's very nature with grain that is not real tight. Ponderosa is not as strong as Doug fir. Add fungus, dry weather, then add rain for weight. You see these 130' trees break in half. Climber and crew had no business negative rigging a dead tree like this. Like I stated, the tree was assessed by an LTO for a crane as was the whole street for line clearance. All of them on that stretch of street.
They ignored the protocol. SO was it inexperience or grabbing crane money.
