A couple different threads are giving me trouble, also. It you look at Sean's attachment, you'll see what's going on. It serms to be hit or miss.

Is it a borked reply box? I have been getting those lately, and in numerous threads. Not since before the weekend, but I'd go to reply to a post, and there would be no way to do it. I'd have to refresh a bunch of times before I'd get the controls. Last time it happened I did a force refresh ignoring cache, and it worked, but that was the only time I did it. The fix could have been coincidental.

On desktop firefox, you can [Shift] click the refresh button to load the page, and ignore the cached data in the browser. There should be a mechanism on all other desktop browsers to do the same. Not sure about mobile. In android, you should be able to go to the app manager and delete the cache browser wide, but that's tedious and overkill. Don't know anything about ios.
