Yup recon is the way. You can also fluff up the gravel and it'll be like new too, and a bit of wet spots isn't a big deal if it's all solid. My driveway is a hill so all the fines end up at the bottom.
 
Nah, ground up asphalt is the stuff to use.
Sets real tight on a hot day plus, no dust.
 
Millings are better for a top coat imo. Depends on what kind of ground it's on. If I were doing budget paving for truck access, I'd want a concrete rubble base, with millings on top.
 
Yup, they would just sink in the mud here. Hell the recon or ca6 will too, so sometimes they'll even lay geogrid down first
