Thanks for the discussion gents...gives me some more information to go on, remediation of dangerous limbs, and judicious pruning of dead and live wood after that.
OM, I see plenty of that one on top of the other split heavy limb scenario...gets interesting...

It can be a real nightmare and folks on the ground can't see what you see. They're usually beautiful trees so it's hard to say all the branches suck and it needs to go.
