My mom grew up across the street from a windmill, no such need for it to be hundreds of feet tall, not to grind corn, pump water etc, I would imagine that would generate a fair bit of torque, which could be turned in to electrical energy via dynamo resistance, but I am no engineer.

It has more to do with the shape of the rotor blades .For example the old Aeromotor wind mills that dotted the counry side at one time and used to pump water do not make good generator turners or vica versa .
