The idea of legitimizing businesses so homeowners don't get ripped off is a noble cause, but I don't see it happening. Back when I was roofing regularly, the state of Alabama issued a royal decree that "contractors" had to be licensed. I walked in the probate judge's office, told them I needed a state license for roofing, told them my approximate yearly gross, paid them their money and walked out a licensed contractor. I then proceeded to do roofs for folks who bragged and bragged on the last guy to do their roof....said roofer who had since retired, died, moved away, etc. When I got up on the roof and saw the work, I wouldn't have let the guy roof a doghouse for me. The point is, if the customer is happy, there's not a lot the city/county/etc has to do/say in the matter.
The same idea can apply to any arena of employment. Doctors, dentists, mechanics, plumbers, the list is endless. Having them pay a fee and obtain a license/permit/etc is NOT going to ensure that they will perform quality work.
