You have to bouy up the cages, so weight is a factor. Being able to touch a shark is part of the thing, I'd guess.

I've touched a bonnethead shark in a touch tank on Dauphin Island, Alabama. (It looks like a small hammerhead.) No need to go diving with them, cage or not!

For some weird reason, the whole deal about cruelty to animals seem suspended when it comes to fish and other marine animals.
