Often it refers back to local statutes . For example locally it states a person can trim back any offending portions of said tree or bush which extents over their property line as long as they don't kill that tree or bush .
Fact is I did just that while living in town with the neighbors hedge growing three feet over the driveway after first nicely asking for it to be trimmed .He didn't so I did with a chainsaw right down the property line .
