Pin Oak Leaves turning white

Hey guys I got a call about this pin oak in a development where it looks like half the leaves have turned white. There are about 3 other trees in the development I have noticed this on as I was driving through. I also saw it on a couple other trees outside as well. It is not powdery mildew, it is like all the green was sucked out of the leaves. Any clue what it could be? Anything to be concerned about?

Is it just the pin oaks or are other species involved as well?

Just pin oaks I have not seen any other trees affected by this.
