I have been told that Japan has cell and other technology 3 to 5 years ahead of north america, do they decide what we (north america) should have and conversely should we have the power to decide what nations 'behind' us have?

There's alot of products that can' be exported, or their exportation is regulated.

I think Vietnam has most favored nation status now and you can send almost anything there. I believe there was an embargo there until last year.
