Truck wind deflectors

I've heard they are useless under a certain speed. For more power maybe a different ring and pinion?
 
My thoughts were that the wing would be a benefit at highway speeds, but wind resistance isn't the issue on getting up and moving. It's a chip truck, not a dragster. In the application of a chip truck, getting power to the ground will go a lot farther then wind deflection issues that are inconsequential until you get up to speeds that chip trucks shouldn't go at.
