I had a 031 that impulse didnt fit tight. Small tie strap - zip tie fixed that problem. They even have little metal impulse clamps. I can remember how the impulse was on the 026's, so sorry if my ideas dont help. Any 026's I get I move on to others. So was the dia in the wrong order?

If the other above things check out. Check your order of rebuilding carb. Could be diaphragm put back in in wrong order. Reason for starving for fuel. ;)
