Sounds like you have bark beetles though pics would help. Most prefer stressed to dying trees so perhaps investigate site and local conditions first before exploring treatment options. Spraying a bark beetle rate of a pyrethroids all over hell and tarnation is no ones idea of a good time.

Oaks are the standard here as well. Mighty old alba but robur are impressive too. Only old sycamores come close to the oaks for longevity here.

Thats the common complaint, my own as well. Fair amount of dough to learn how to fill in a form and use their matrices. Good book to own as a resource though.
