Spray with some neem oil mixture and see what happens. Some fish emulsion and superthrive never hurts see if the tree needs some nutrients to help ward them off

Pedro Fire has spotted out over the Merced River and is working into whats call Hunters Valley. Burns there pretty regular. So it could be an issue for a few smell towns.
