I came home today and found this in the driveway.
The young fellow I have been giving some help to as he gets into the business dropped it off.

He purchased it for about 3k. Inline gas 300cu in Ford.
Starts easily and runs strongly, until you put it under a load, then it bogs.

Pulled side panels and the drive belt on the speed regulator is too large and easily rolled off with just slight pressure from finger and thumb.
Is this a centrifugal device like I think I remember from my 1980s Morbark Eeger Beever?

Anyone know how to test it? It spins freely with no resistance.

Anyone have one they could take a pic of the linkage from governor to carb?
I don't think this is set up right and Altec says they do not have a service manual for anything forward of the clutch???
 
I think the only way to test the governor is to watch it while a load is put on it and see if it opens the carburetor. The belt shouldn't slip but if it does the engine will over speed, not bog down. Could be carburetor, and or fuel system problems. There should be a place somewhere around there that will rebuild governors, speedometers, and stuff like that.
