It was just posted as a funny on lemmy. No backstory. If I had to guess, it's a homemade robot that's meant to paint a picture on wall. It scans the surface, then paints a preprogrammed picture that fits the surface.

I don't think I agree with the "not dangerous" classification. You may not be carried off to a cave by your neck, but nincoms can screw you over in thousands of not immediately obvious ways.
