I first heard it used here in NW Oregon when I arrived in the late '70's...means something under an inch of snow, more or less. I don't know how widespread the use might be.

We keep getting a bit of snow at a time over the last three days, just a skiff to maybe 2 inches, which settles down to the couple of inches we are keeping on the ground. Lower to mid 20's at night, lower 30's in daytime. Woodstove stays busy :).
