In the UK, it’s the original contractor’s responsibility/insurance. What if there’s a dispute over whether the climber feels the groundsman (employed by the main contractor) is responsible? If the freelance climber puts a hole in the roof then all the main contractor can do is not hire that guy...

Why would you need liability insurance? If you damage something surely the main contractor is responsible.
