What's on the white oak?

Found this cotton-candy stuff on some oak leaves, but didn't see any bugs. Maybe they are long gone?

Silly String? No joke. I had a customer call about something similar on her low Oak(black) leaves. It turned out to be Silly String, best I could tell, from a renter she had the week before.
