Incense cedar

I am running into Incense cedars with worms in the cones. Cones are falling out of the tree, in the evenings, worms are falling out and crawling all over. I can't seem to find the problem in my books. Anyone know what critters they are?

Is it lepidoptera?

No idea, I only know of on Calocedrus up here and its in a former botanical garden, very little info on its pests.
