Here you go, just looked it up. Apparently I did learn something lol. In order for something to go the speed of light, it has to have no mass (https://en.m.wikipedia.org/wiki/Faster-than-light). And since you are moving away, the light actually increases in wavelength because of the Doppler effect, which is called redshift. It's how we can tell which stars and such are moving towards us or moving away. https://en.m.wikipedia.org/wiki/Redshift

As the truck, and I assume therefore the flashlight is moving across our field of view instead of away from us, the Doppler effects should be nil.
 
In the video you are looking perpendicular to the travel at the moment when the cannon is fired. If the same vantage point was used for the flashlight, you would never see the light because it isn't reaching you... and now my head hurts more than it already did lol
