I don't know what a "wholly owned federal entity" means. Can you elaborate?

The Presidio Trust is a wholly owned federal entity. We do not take appropriations like NPS, so we are not furloughed or subject to any administrations bs. In short, we make our own money through residential and commercial leases, so we have nothing to worry about.
