We deal with Phytopthera cactorum in our red maples. I was at a client's the other day telling them this is the wrong time of year to use a systemic fungicide. Then it occurred to me that maybe they could use a dormant spray right now and it MAY help. You guys have any thoughts on this?

No tests, just observations over many years. They generally end up with the black ooze coming through the bark sporadically then, nearly from every side before dying
 
Maples can be oil sensitive. Try trunk sprays of Agrifos at 1:1 with water and 3oz PentraBark per 1gl of solution for Phytophthora.
 
Also check the flair, red maple may be king of SGRs and could potentially lead to some trunk bleeding on some species.
