Jomo, to avoid the armful backlash from the vice-grip, you get a giant backlash from your strong springs and heavy hammer head. The pet nails cutter pushes you in a way which doesn't seem right to me. The rope and many other things like a simple paper sheet or some meat are very hard to cut just...
The steel cable doesn't help, but the main actor of the backlash is the grip plier itself. You get the same when you clamp seriously some steel stock for welding or folding. With a rotating cam (for example), that shouldn't be a concern.
Just an idea, make a conical end or a nosecone at the...
I saw that a few days ago for the sailors. It could be interesting, no cut needed.
That's a rope carabiner releasable, even under load.
It's available in 3 sizes, as a finished product (public sell) or "naked" to be integrated in a splice ( pro sell).

Better to have 2 triggers : The first one activates the mechanism shooting the cord around the limb, catching it back and tending it. The second one cuts/releases the cord. :D
Well...isn't there someone said KISS ?:/:
LOL @ Butch !
That's an important point here and not an easy one to solve : passing around the limb and tying back on the device with only one (gloved) hand.
It has to be easy and quick to be actually used (and secure of course).
If you need both bare hands to attach the cord, it downgrades...

But...
I only grasp the limbs with 2" diameter max, except with dead wood which can be a little bigger. That's about what I can hold with the thumb touching the trigger finger, giving me the best grip. I found that's a good size for most trees to match the max load I can handle. Cupressus arizonica for...
