Take samples and send to nearest diagnostic lab. Dont rule out construction damage or something else abiotic. Look into: twig girdler and twig pruner, oak diplodia, cicadas, and botryosphaeria canker, and two lined chestnut borer. Doesnt look quite right for oak wilt or bacterial leaf scorch.- JD3000
