I'm glad someone brought up the customers that offer to pay more when its obviously underbid, they shouldn't go unmentioned in a thread such as this.
Personally I think the Japanese have taken it a bit far... somewhere in the middle would be fine for me.

That's a big part of the problem isn't it Chris, its rampant. Just this week I've had four dud quotes, not poor quality leads but either stood up, sent to the wrong suburb, or asked to quote work that now won't even proceed or isn't required.
For me its easier just to pretend to be a forgetful tree dude - bringing it up can't end well in terms of business. Its not like he tried to take absolute maximum advantage of the situation, he sold off his integrity for $200, that's his business really.

Yeah I won't even mention it. I've got no issue paying $200 to have it fixed, the way he handled it though I lost all respect. I'm about to draft up terms and conditions, its the only way to deal with the more common things that pop up.
I also think some clients regard contractors in general as an adversary, they probably tell themselves its ok to be a scumbag because we charge too high or are just out there to rip them off.

Around here that would be unusual in the sense that they had the decency to let you know as opposed to ignoring your follow up attempts. I was chatting to a couple tree biz owners the other night and we all agreed that managing the business is the most challenging aspect overall.
